The workshop on evaluation of infrastructures carbon- dioxide emission and introduction of environmental accounting was held as one of the opportunities to present the results of the Research and Educational Project for Introduction of Environmental Accounting into Improvement of Infrastructure in Urban Area, Research on Urban Infrastructure Management, the Global COE Program “Global Center for Education and Research on Human Security Engineering for Asian Megacities”.
In the workshop many participants from various fields related to the CO2 emission evaluation and environmental accounting and actively discussed the recent trend and future development of evaluation of CO2 emission from the infrastructures and introduction of environmental accounting.

Report

The workshop on evaluation of infrastructures carbon- dioxide emission and introduction of environmental accounting was held at Katsura Campus of Kyoto University on January 26, 2010.
In the workshop after the explanation of its general purpose provided by Prof. Hiroyasu Ohtsu (Research Field Leader, Overseas Base Manager, Dept. of Urban Management), the three topics below, based on the research results in 2009, were presented and an active discussion about them took place.

(1) Recent efforts in the environmental accounting fields by JICA and similar international organizations by Katsunori Sawai (Japan International Cooperation Agency)

(2) Introduction of environmental accounting to the Bangkok subway project by Yasuhiro Mita (Graduate School of Management, Kyoto University)

(3) Evaluation of CO2 emission from the waste disposal system in the Bangkok metropolitan area by Shinya Inazumi (Graduate School of Engineering, Kyoto University)

Regarding topic (1), the present environmental economic evaluation of the projects implemented by JICA and similar international organizations as well as the purposes of introduction of environmental accounting in the megacities in Asia were presented. In addition, the way of utilization of environmental accounting in which a feedback system could be established was proposed.
Regarding topic (2), not only was the method to quantitatively asses CO2 emission from the Bangkok subway system in Thailand during its lifetime described, but the efficiency of the Bangkok subway system in which environmental accounting was introduced based on CO2 emission was also presented. Regarding topic (3), the application of environmental assessment and environmental accounting to the present waste treatment system of Bangkok in Thailand as well as an assumed waste treatment system as a scenario was presented. Furthermore, a potential waste treatment system which can optimize the disposal cost and environmental cost comprehensively in Bangkok was also proposed.
Although this was the first workshop, there were 20 participants in total. After a successful first workshop, we plan to hold it constantly with a purpose of further development and prevalence of CO2 emission evaluation from the infrastructures and introduction of environmental accounting.
