The Practice of Scaling-Up Policies in Can Tho City, Vietnam
Department of Global Environmental Policy, Graduate School of Global Environmental Studies
Place of stay: Climate Change Coordination Office (CCCO), Vietnam
Term: August 5 - September 15, 2011
During my field study in Vietnam I conducted various interviews with key persons at national policy-making level, donors and NGOs in Hanoi, and research institutes in Ho Chi Minh City. In Can Tho City, I performed a 3-week-long internship study at the Climate Change Coordination Office (CCCO). The main objective here was to gain knowledge about urban resilience building and mainstreaming climate change adaptation into socio-economic development planning through observation of their activities. Moreover, I was able to attend a training course in Co Do District. During this course, the Vulnerability and Capacity Assessment, a tool to allow local people to participate in the urban decision-making process was used. The final outcome of this training course was not only gained knowledge about climate change for the local people as well as the officials in Co Do District, but also the integration of the lessons learned from the local people into the next Socio-Economic Development Plan of the district. Therefore, this internship has been a perfect case study of scaling-up policies. Finally, through interviews with key persons at the CCCO, and relevant city departments, I gained more insight in the working of urban policy making in the context of climate change.
